Default Chili Plants?

Hey all, earlier last year i had a chili plant (birds eye chili) potted for me in an outdoors pot, it was growing extremely well untill the harsh winter hit bringing some of the best snow ive seen since i was a wee laddy, but thats besides the point.

Now the chili plant is basically just a stalk with 3 strong shoots, though ive kept some seeds from inside of chilis which i had picked off and stored in an envelope earlier in the year. (would take some pictures of the stalky chili plant, but its quite late here, but most likely will do it later in the morning and edit this post..)

Would it be possible to rejuvinate the 'dead' chili plant from the remains of whats still left in the plant pot or is that totally done now?

And also would it be possible to grow new chili plants from the seeds i've kept dry over the last year considering now is a great time to start doing this sort of thing again. Would new chili plants germinate from the seeds from the inside of the birds eye chilis basically what im saying
